Finance Minister, Dr Cassiel Ato Forson, has announced plans to modernise and expand the nation’s healthcare system as part of the 2026 Budget Statement and Economic Policy presented to Parliament on Thursday, November 13.
Addressing lawmakers, Dr Forson described health as “the heartbeat of national development,” stressing that no country can achieve lasting prosperity without a healthy population.
Guided by President John Dramani Mahama’s vision, the government expressed commitment to achieving Universal Health Coverage (UHC), ensuring that every Ghanaian regardless of income or location has access to quality, affordable, and dignified healthcare.
“The 2026 Budget marks a decisive step in our national journey to reset, modernise, and expand Ghana’s health infrastructure,” Dr Forson stated.
To reduce inequalities in healthcare access across the country, the government will commence construction of six new regional hospitals for the six newly created regions, beginning with three hospitals in 2026. In addition, two district hospitals are planned for Bole and Shama.
Dr Forson also pledged to complete ten previously abandoned Agenda 111 hospital projects, reflecting a commitment not only to build new facilities but also to complete existing ones efficiently and responsibly. Key ongoing projects include:
- La General Hospital
- Effia Nkwanta Hospital in the Sekondi-Takoradi Metropolis
- Komfo Anokye Maternity Block
- Ashanti Regional Hospital in Sewua
“These projects symbolise our determination to restore trust and confidence in public healthcare delivery,” the Minister emphasised.
The Budget also outlined plans to upgrade seven hospitals to provide enhanced maternal and child health services, alongside investments in modernising infrastructure and integrating technology to improve efficiency, inclusivity, and resilience across the health sector.
Dr Forson also highlighted broader aim of the reforms: “This is how we will move from treatment to prevention, from inequality to access, and from promise to performance, ensuring that no Ghanaian is left behind in the pursuit of good health and national wellbeing.”
