OSP completes NDA case cross-examinations


The Office of the Special Prosecutor (OSP) has confirmed that the cross-examination of all accused persons in the ongoing Northern Development Authority (NDA) procurement case has been completed.

According to an update posted on the OSP’s official Facebook page, the accused have issued subpoenas to staff of the Public Procurement Authority (PPA) and the Northern Development Authority (NDA) to appear in court and give testimony. The case has been adjourned to 25th and 26th November, 2025 for continuation.

The OSP disclosed that, ahead of the trial, it had blocked payment on a bloated contract and directed the Controller and Accountant-General’s Department to suspend disbursement pending the final determination of the matter.

The accused persons; Sumaila Abdul-Rahman, former Chief Executive Officer of the NDA; Stephen Yir-Eru Engmen, former Deputy CEO (Operations); Patrick Seidu, former Deputy CEO (Finance and Administration); and Andrew Kuundaari, Chief Executive Officer of A&QS Consortium Limited are facing trial for allegedly manipulating procurement processes to secure an unfair advantage in the award of contracts under the NDA.
