Ex-Pres Kufuor proposes second chamber to replace Council of State

Former President, John Agyekum Kufuor, has proposed the creation of a second chamber of Parliament to replace the Council of State, with powers to oversee appointments to critical independent institutions such as the National Media Commission (NMC) and the National Communications Authority (NCA).
He argued that the current arrangement, which gives the President wide authority to make high-profile appointments, should be reconsidered, as it risks creating political imbalances.
Speaking at a high-level media forum organised by the Africa Media Bureau in Accra on Friday, Mr Kufuor noted that many Ghanaians feel the President has excessive powers in making appointments across government structures.
“Currently, many are saying the President has too much power, especially regarding appointments. This raises issues of undue political advantage. In the spirit of checks and balances, I suggest that instead of relying on the Council of State, we should consider creating a second chamber. This chamber should comprise representatives from various institutions and be responsible for appointments to independent bodies,” he elaborated.
He stressed that such a chamber would not only advise the Executive on policies and programmes, but also help guarantee the independence of key state institutions.
Mr Kufuor further urged the media to project Africa positively by telling the continent’s own stories that reflect its identity, challenges and opportunities.
He proposed the establishment of a continental media agency, with Accra as a potential hub to promote cultural exchange, economic integration and unity.
“If professional media people establish a powerful African media agency—not just political, but economic, social, entertainment, trade and industry stories—we will do better. This will build an independent media voice that projects Africa’s true story to the world,” he stated.
