Parliament has passed the Ghana Scholarship Authority Bill, paving the way for sweeping reforms in how scholarships are managed and distributed nationwide.
The legislation establishes the Ghana Scholarship Authority, a new body designed to tighten oversight, enhance transparency, and streamline scholarship administration.
The Minister for Education, Haruna Iddrisu, moved the bill for its third reading, after which the House gave unanimous approval through a popular vote.
“Honourable Members, the Ghana Scholarship Authority Bill 2025 is duly read for the third time and passed,” Speaker Alban Bagbin announced.
The bill’s passage follows its earlier suspension, a move triggered by public concerns and calls from the Citizens’ Coalition—a group of civil society organisations and prominent individuals—for wider consultation.
The coalition argued that reforms of such national importance could not be rushed under a certificate of urgency without broader engagement.
Education Minister Haruna Iddrisu later clarified that the Presidency had advised a pause to allow for more stakeholder input.
With those consultations now concluded, Parliament has given the bill its full backing, setting the stage for a new era in scholarship governance.
