NSA scandal: Assibey Antwi received GH¢516k monthly in irregular payments amounting to GH¢8.2m

The Auditor-General’s Technical and Forensic Audit Report on the National Service Authority (NSA) has revealed that the former Executive Director, Osei Assibey Antwi, received irregular monthly payments amounting to GH¢516,000 per month over a 16-month period between 2023 and 2024.

According to the report, Mr. Assibey was paid through an EZWICH card registered under the unique service number, a profile captured under the National Service enrolment database.

The payments, made over the course of 12 months in 2023 and 4 months in 2024, totalled GH¢8,256,000.

The audit forms part of the Auditor-General’s special forensic review of the NSS’s Centralised Payment Management System (CSMP) and Metric App, which uncovered extensive irregularities in the scheme’s payroll and enrolment data.

The report found that Mr. Assibey’s name appeared among 4,556 individuals irregularly enrolled as service personnel, despite his role as head of the institution.

The discovery raises serious questions about internal controls, system integrity, and possible breaches of public financial management procedures.

Auditors described the payments as “irregular” and recommended immediate recovery of the GH¢8.2 million and further investigations to determine how the Executive Director’s personal credentials were used to process the transactions.

The finding is one of several explosive revelations in the 72-page forensic audit, which also identified widespread payroll fraud, the creation of “ghost names,” and collusion between National Service officials and private data administrators.

The Office of the Special Prosecutor (OSP) and the Attorney-General’s Department are expected to take up the findings for potential criminal prosecution once the final audit responses are reviewe
