Stop BSK City Developers from encroaching Kpeve Water Treatment Plant — GWL

The Ghana Water Limited (GWL) has called on the National Security to intervene to stop BSK City Developers from encroaching on the intake point of the Kpeve Water Treatment Plant in the Volta Region.
According to GWL, construction activities of BSK City Developers close to the intake point had led to the deterioration in water quality, threatening the structural integrity of the plant and its ability to supply treated water to surrounding communities.

The Managing Director of GWL, Mr. Adam Mutawakilu, who led a team from GWL to inspect the affected area at Kpeve Tornu in the Afadzato South District, disclosed that the turbidity levels of water drawn from the intake had risen alarmingly since the developer began construction near the site.
“Currently, turbidity has risen from five Nephelometric Turbidity Units (NTU) to 140 NTU. Each time it rains, we must shut down for three days, denying residents water and Ghana Water Limited significant revenue,” he stated.
He explained that the facility, which was designed based on the naturally low turbidity levels of the Volta Lake, was now operating under severe stress due to heavy siltation caused by the construction near the intake.
Mr. Mutawakilu noted that all administrative measures taken to halt the activities of the private developer had yielded no results as the developers continue to work.
“The private developer has ignored the suspension order issued by the Volta Regional Coordinating Council, and several letters were written to the Minister for Sanitation and Water Resources, and together with the Executive Secretary of the Public Utilities Regulatory Commission (PURC),” he said.
He explained that as a result of the ongoing construction, the Kpeve Water Treatment Plant was now forced to shut down intermittently whenever it rained to prevent damage to its equipment and contamination of the water supply.
The Kpeve Treatment Plant, with a daily capacity of 18,000 cubic metres, supplies thousands of residents across the Volta Region.
The Managing Director cautioned that prolonged turbidity levels could make water treatment impossible during the rainy season and hinder the future expansion of the facility.
He explained that the presence of construction near the intake point not only causes siltation but also raises the risk of contamination from human activity.
“Once people get close to the intake, it affects the chemical composition of the water. That is why intake points are designed to prevent such activities,” the MD explained.
Mr. Mutawakilu emphasised that the company’s call for national security intervention was to safeguard public water sources and prevent similar incidents in other parts of the country, adding, “This is not only about Kpeve; it’s about ensuring that no developer encroaches on any water intake point in Ghana.”
