New NSS system to automate allowance payments and eliminate ghost names – NSA



The National Service Authority (NSA) has unveiled a new posting and management system designed to automate allowance payments and eliminate ghost names from the national service payroll.

Speaking to the media on Tuesday, October 7, the Acting Chief Executive Officer of the Authority, Ruth Dela Seddoh, said the new system introduces end-to-end automation, from posting to allowance processing, to ensure only verified personnel are paid.

“The payroll is automatically generated from verified and appraised personnel data, ensuring that only eligible and validated service personnel receive their allowances.

“The system checks, cross-checks, and confirms all records before processing payments,” she explained.

According to her, the upgraded digital platform integrates directly with Ghana’s national identification database to verify personnel identities and ages against tertiary institution records, effectively eliminating ghost names and duplicate entries.

She revealed that attendance tracking has also been enhanced with geofencing technology, ensuring that personnel can only mark attendance when physically present at their assigned institutions, a move aimed at ending absenteeism and proxy reporting.

Beyond payroll reforms, the new system features an intelligent posting algorithm that automatically matches personnel to institutions based on qualifications, regional preferences, and institutional needs.

It also streamlines approvals, attendance confirmation, and reporting, reducing delays and manual interventions.

Each service personnel will now have access to a personalised dashboard displaying their posting details, institution information, duty reports, and a digital certificate embedded with a QR code for instant verification.

Institutions will also benefit from a new interface that allows them to request, manage, and evaluate personnel efficiently.

Madam Seddoh noted that the revamped platform represents a major step toward transparency, accountability, and digital efficiency in the management of national service.

“Every click, every activity, and every approval is digitally recorded. It’s a complete audit trail that protects everyone and ensures consistency, transparency, and trust,” she said.

The new system will also be integrated with the NSS Connect mobile app, which will provide real-time updates, notifications, and access to official communications.
