Kebbi police to enforce tinted glass permit from October 2

Kebbi State Police Command says it will commence enforcement of the nationwide tinted glass permit policy on October 2, 2025.
Police Public Relations Officer, Nafiu Abubakar, disclosed this in a statement on Wednesday, noting that the exercise will be carried out across the state in line with the directive of the Inspector-General of Police, Kayode Egbetokun.
He reminded motorists that applications for the permit can still be processed online via the official portal, using a National Identification Number, NIN, Bank Verification Number, BVN, or Tax Identification Number, TIN.
According to him, the process involves creating an account, verifying details, providing vehicle information, uploading documents, making payment, and completing biometric capture. Applicants in Kebbi are to complete their biometric capturing and vehicle inspection at the State Intelligence Department, Gwadangaji, Birnin Kebbi.
Abubakar emphasised that biometric capturing is free and warned motorists against patronising unauthorised agents.
“The command calls on members of the public to comply with this directive and avoid patronising unauthorized individuals who may attempt to exploit the process,” he said.
The police assured that the enforcement is aimed at promoting transparency, accountability, and public safety on the roads.
The enforcement deadline has already been extended three times to give motorists time to comply.
However, the Nigerian Bar Association, NBA, has opposed the move and filed a suit against the police, alleging corruption in the process and questioning its legal basis.
The association argued that reliance on the Motor Tinted Glass (Prohibition) Act, a 1991 military decree, “may not meet the constitutional standard of being reasonably justifiable in a democratic society.”
